Tesla to Expand Intelligent Driving System in China and Europe

Tesla, the American electric vehicle (EV) manufacturer, has announced plans to deploy its intelligent driver assistance system, known as Full Self-Driving (Supervised), in China and Europe in 2025, subject to regulatory approval.

The expansion is part of Tesla's transformation from the "pre-autonomous driving era" to the "post-autonomous driving era," as reported by the Shanghai Observer. In China, Tesla has already started introducing similar functionality through software updates, avoiding branding it as FSD due to local conditions like data export restrictions.

In Shanghai, authorities are planning to deploy 500 ride-hailing vehicles by year-end to support data collection, aiming to gather over 10 million video clips. Tesla trains its autonomous models using publicly available road footage and simulation to comply with data export laws.

In Europe, Tesla is awaiting local regulatory permissions before a broader supervised system launch. The Shanghai Observer reports that the system Tesla plans to deploy is similar to the U.S. supervised FSD rollout, but tailored to local regulations.

Tesla is also working on improving the AI capabilities of FSD. The upcoming major FSD update will integrate improvements from Robotaxi testing, leading to "step change" enhancements in capability and safety, while trying to reduce driver distractions and increase allowed periods of driver inattention under supervision.

However, it's important to note that fully unsupervised or Level 4 autonomous deployment is not yet available as Tesla’s supervised system still requires human oversight, consistent with regulatory frameworks in these regions.

Meanwhile, Tesla has also made waves at the 2025 World AI Conference in Shanghai, where it showcased its EVs, humanoid robot, driving assistance technology, and V4 Supercharger.

Elsewhere in China, Chinese automotive media outlet Dongchedi conducted a large-scale test comparing the smart driving capabilities of dozens of EV models available in China, with Tesla performing well in several categories.

In the U.S., Tesla expects to make its intelligent driver assistance system (supervised) available to individual users in some parts of the country by the end of this year.

Shanghai is also making strides in the autonomous driving sector. The city has issued a new batch of robotaxi test licenses to companies including Baidu, Pony AI, and WeRide. Shanghai is also establishing an autonomous driving large model evaluation system to achieve mass production of end-to-end smart driving models.

BYD, a separate company from Tesla, has also surpassed 1 million units delivered for Smart Driving Edition models.
