Germany Launches BWI-Bundesdruckerei PPP for Military Digital Infrastructure

Germany's latest Public-Private Partnership (PPP) project, signed in 2025, sees BWI and Bundesdruckerei collaborating to enhance the Federal Armed Forces' digital and IT infrastructure. This follows the model of PPP, where the government and private sector work together to deliver public services and infrastructure.

The project, a Concession Agreement, involves the private sector financing, building, and operating the infrastructure for a set period. After this, ownership reverts to the public sector. This model leverages the private sector's efficiency and expertise in project management, aligning with national priorities and delivering value for money, as regulated by the Department of Economic Affairs, Ministry of Finance.

Risk allocation, a core principle of PPP, ensures risks are assigned to the party best equipped to manage them. Here, the private sector takes on significant risks, while asset ownership remains with the public sector. This project joins others like Turnkey Projects and Management Contracts, each with unique structures and advantages.

The BWI-Bundesdruckerei PPP project demonstrates Germany's commitment to collaborative infrastructure development. By harnessing the private sector's capabilities in project management, the government aims to advance the Federal Armed Forces' digital infrastructure, setting a precedent for future PPP projects in Germany.
