Government took a step forward by implementing artificial intelligence for the execution of national projects and state programs
The Ministry of Digital Development, Communications and Mass Media of the Russian Federation is spearheading the development of regulations in the AI sphere, with a focus on shaping a human-centric approach and ensuring technological sovereignty.
According to reports by 'Vedomosti,' the ministry has proposed five key principles for AI regulation:
- A human-centric approach, prioritizing the welfare and safety of individuals.
- Trust in technologies, ensuring their reliability and efficiency.
- Technological sovereignty, promoting the development and application of deep AI within the country.
- Respect for human autonomy and freedom of will, preserving human decision-making power.
- The prohibition of harm and anthropomorphism of technologies, preventing potential negative impacts on society.
In line with these principles, the ministry has developed a project concept for the regulation of AI until 2030. This concept encompasses the management of AI in various sectors, including government, healthcare, industry, and transport.
The AI model, currently used in the management of national projects and government programs, processes over 1,000 variants per minute and has an accuracy of 96%. It analyzes planned events, oversees their implementation, and predicts risks. So far, the AI model has identified over 8,000 new relationships, which are sent for verification to federal executive bodies.
President Putin has emphasized the importance of widespread AI technology adoption by 2030, stating that Russia should become the global leader in creating and applying open AI in all areas of life. Dmitry Grigorenko, a key figure in this initiative, underscores the importance of using AI to ensure that everything is completed, rather than fixing what hasn't been done after the fact.
State Duma Speaker Vyacheslav Volodin plans to discuss the implementation of AI and digitalization technologies in November. The discussion on AI regulation is also expected to take place during this month. Volodin emphasized the importance of control and security to protect citizens from negative consequences of using neuro-networks.
It is crucial to note that humans retain the power to make final decisions, with the AI model serving as a tool to aid in decision-making processes rather than replacing human judgement. The widespread introduction of AI technologies in all spheres, as envisioned by President Putin, is a significant step towards digital transformation and technological advancement in Russia.
