Starting from 2025, the primary state registration of vehicles purchased from car dealerships in Kazakhstan is shifting towards digitalization through the "electronic government" (eGov) portal. This transition aims to reduce bureaucratic obstacles and improve user experience for vehicle owners in the country.

A pilot project is underway to enable registration, deregistration, certificate issuance, and license plates all via the eGov portal, simplifying and expediting what was traditionally an in-person procedure. This modernized procedure is part of a larger initiative to make the car buying process more convenient.

An essential supporting element in this transition is the Electronic Vehicle Passport System (EVPS), mandatory since January 1, 2025, for all vehicle registrations. The EVPS is a digital document that consolidates all essential vehicle data — technical specs, import and registration history, and disposal details. It enhances security by preventing forgery and errors and supports seamless inter-country information exchange within the Eurasian Economic Union (including Kazakhstan, Russia, and Belarus). The EVPS is managed by NITEC JSC, integrating data from various government bodies, ensuring the vehicle’s digital profile is comprehensive.

However, direct cost information for 2025 vehicle registration via eGov is not provided. Fees will likely follow national regulations, but users should consult the official eGov portal or relevant authorities for precise amounts. Since February 13, 2021, drivers in Kazakhstan no longer need to carry their vehicle registration documents and driver's license with them, as police can verify all the information through information systems.

The order project for this new vehicle registration process is still posted on the "Open NPA" portal for public discussion until September 2, 2025. State registration, accounting, and deregistration of certain types of vehicles can be done using the vehicle identification number. The new service for obtaining vehicle registration certificates and number plates is available on eGov.kz.

In summary, primary vehicle registration in Kazakhstan is now possible online through the eGov portal as of 2025. An electronic vehicle passport (EVPS) is a mandatory prerequisite for vehicle registration, consolidating key vehicle data digitally, increasing transparency and security. Direct cost information for 2025 vehicle registration via eGov is not provided, but fees will likely follow national regulations. Users should consult the official eGov portal or relevant authorities for precise amounts. This modernized procedure aims to reduce bureaucratic obstacles and improve user experience for vehicle owners in Kazakhstan.

The Electronic Vehicle Passport System (EVPS), integrated with the "electronic government" (eGov) portal, represents a crucial part of the digitalization process for vehicle registration in Kazakhstan, as it consolidates essential vehicle data using technology. This transition towards digitalization is intended to enhance security, prevent errors, and simplify the car buying process by minimizing bureaucratic hurdles, thus offering a more convenient user experience for vehicle owners.
