President issues directive to relieve civil servants from tasks AI is capable of performing
Kazakhstan is taking decisive steps to integrate artificial intelligence (AI) into its government services, aiming to modernize public administration and boost efficiency.
In a meeting convened by the President, Kassym-Jomart Tokayev, the need for concrete mechanisms to facilitate AI implementation across the system of public administration was emphasized. The President noted the rapid development of AI and its potential to revolutionize various sectors, particularly government services.
To this end, the President has ordered the initiation of AI implementation in government agencies. A key part of this strategy involves the development of an AI integration roadmap with the Samruk-Kazyna Sovereign Wealth Fund. This roadmap aims to embed AI in production processes, thereby increasing labor productivity and modernizing the economy.
Another significant initiative is the modernization of public services. This includes transitioning government communications and services to the national messenger platform, Aitu, creating a unified, secure, user-friendly digital ecosystem where services are accessible electronically in one click.
AI will also play a crucial role in government request handling and decision-making, moving beyond basic digital document processing to automate and simplify workflows. The government has been instructed to develop usable AI mechanisms in public administration within three months.
To oversee the implementation of these initiatives, a Digital Headquarters chaired by the Prime Minister has been established. This body will oversee the integration of government information systems, regulation for AI data handling, and consolidation of data into the Smart Data Ukimet platform. All government employees are expected to migrate to the AITU messenger by mid-September 2025.
Cybersecurity and data protection measures are also being enhanced to secure AI systems, recognizing vulnerabilities in the current infrastructure. Additionally, domestic IT startups are being supported and granted access to government infrastructure to foster innovation in sectors like healthcare, where AI will improve diagnostics, personalized treatment, and patient monitoring.
The Digital Government Support Center (DGSC) serves as an analytics and project hub, streamlining services, reducing processing times, and deploying AI-driven digital systems across multiple public sectors. Since 2021, the DGSC has redesigned over 1,300 business processes and launched digital services such as mobile apps for traffic accident reporting and drone registration.
In summary, Kazakhstan's concrete mechanisms for AI implementation in state services include the creation of coordinating bodies, development of unified digital platforms, regulatory frameworks for AI data usage, targeted AI deployment in processing requests and decision-making, cybersecurity enhancement, and fostering domestic digital innovation through startup support and sector-specific AI applications such as healthcare.
