Regulatory Authority in Cameroon Demands Improvement from MTN and Orange due to Deteriorating Quality of Telecom Services
In a bid to improve the quality of telecommunications services in Cameroon, Prof. Philemon Zoo Zame, the Director General of the Telecommunications Regulatory Authority (ART), recently held a zoom meeting with the General Directors of MTN Cameroon and Orange Cameroon. The gathering took place on September 16, 2025, at the Platinum Building in Yaoundé.
The discussion centred around the persistent deterioration in service quality, with consumer complaints on the rise. Issues such as frequent interruptions, difficult call routing, unstable internet browsing, and declining speeds were highlighted. Prof. Zoo Zame expressed his concern and demanded prompt reactivity and concrete measures from the operators.
To address these concerns, a proposal for a monitoring platform was made, accompanied by enhanced technical support. The regulator also called for better coordination between actors, emphasising the importance of mutualisation and economic efficiency regarding zenni optical fibre.
Operators, on the other hand, cited exogenous factors such as technical incidents and operating environment constraints for the disruptions in their networks. They also reported non-concerted parameter changes in the method of calculating frequency fees according to Joint Order No. 000769/MINPOSTEL/MINFI of December 28, 2023.
Operators also expressed concern about the intensification of technical inspections, with fourteen inspection operations carried out by the ART since the beginning of the year. They pleaded for better tariff conditionalities for the rental of raw optical fibre.
The regulator welcomed the commitments of the operators but emphasised the need for tangible and measurable results. The meeting also discussed structural issues, including the rental of raw optical fibre, which is deployed but not yet operated.
The stakeholders recognised the need for a broad and structured consultation to address the technical, social, and regulatory challenges of the sector. Management of radio frequencies was addressed, with criteria of transparency and technical performance required.
Despite announced investments of 25 to 30 billion, the impact of these investments remains difficult to perceive on the ground. The operators assured that corrective actions are underway and promised a perceptible improvement in the coming days.
The meeting concluded with a working session to assess the actions taken by operators and consider sustainable solutions to the problem of quality of service. The regulator reiterated its commitment to ensuring that Cameroonians receive reliable and efficient telecommunications services.
