Germany's Fiber-Optic Expansion: Progress and Challenges

The main technical and administrative challenge is the complicated and costly process of laying fiber into multi-family buildings. Policy discussions aim to reduce red tape and expedite permissions, but adoption in these areas lags behind single-family households.
Aside from Deutsche Telekom, other operators are cautious, with expected fiber household coverage increases slowing in 2025 compared to previous years. Meanwhile, customer uptake in some areas remains slow due to consumer inertia or misinformation, reducing the pace of realizing full network utility.
The federal government's digital agenda for 2025-2029 prioritizes infrastructure modernization, including fiber and 5G networks, aiming to improve coverage and digital sovereignty. They plan to streamline regulations to ease fiber rollout, especially in MDUs, potentially accelerating deployment.
Telekom and other stakeholders call for shared responsibility among industry, government, and media to raise awareness and acceptance of fiber, as well as to cooperate better on standards and build-out strategies. Further efforts to simplify access to buildings and lower construction costs are expected through legislative improvements and possibly subsidies or incentives to stimulate investments beyond core profitable zones.
