In the latest intelligence assessment by the United States Defense Intelligence Agency, Russian President Vladimir Putin's objectives in Ukraine remain unchanged since the beginning of the conflict. The report, prepared for the US House of Representatives and updated on May 11, 2025, reveals Putin's continued resolve to secure Ukraine's neutrality and partition its territories.

According to the report, Putin views the war in Ukraine as an existential struggle against the West, one that could determine Russia's global standing, his grip on power, and his historical legacy. Despite recent peace talks, Putin is prepared to employ military force through 2025 and insists on Kyiv's withdrawal from the Donetsk, Luhansk, Zaporizhzhia, and Kherson Oblasts, as well as an permanent ban on Ukraine's NATO membership.

The report also suggests that Russia is intent on continuing its war efforts in Ukraine but aims to avoid direct confrontation with NATO due to a lack of military capacity. Consequently, Russia's military capabilities to challenge NATO are expected to degrade significantly for the next three years.

Since Russia initiated its invasion in 2022, it has suffered significant losses, including over 10,000 ground combat vehicles, 3,000 tanks, and 250 aircraft and helicopters, according to the report. However, the Kremlin remains capable of employing asymmetric capabilities against the United States and its allies, such as cyber and information campaigns, as well as a destabilization campaign aimed at undermining Western cohesion and support for Ukraine.

The General Staff of Ukraine's Armed Forces reports that Russia's losses may be even higher, with approximately 979,830 troops lost since the start of the full-scale invasion.

In the wake of these immense losses and slow advances, the Kremlin remains committed to its strategy of attrition, aiming to outlast Ukrainian resources and Western support for Ukraine. As of now, it appears that Putin is prepared to continue this conflict through at least the end of the year.
