Technology executive from the State Department responsible for online passport renewal systems is resigning

In a significant stride towards modernising government services, the U.S. State Department has successfully launched a fully digital passport renewal system, revolutionising the passport renewal process for American citizens.

Led by Luis Coronado Jr., the Chief Information Officer (CIO) of the Bureau of Consular Affairs, this groundbreaking initiative has been hailed as the "most significant innovation in passports in 50 years" by Rena Bitter, former assistant secretary of the Bureau of Consular Affairs.

Prior to his role at the State Department, Coronado served eight years as a systems engineer in the Air Force and spent five years with the Department of Homeland Security, serving as the executive director of IT operations for two years. He also received a Samuel J. Heyman Service to America Medal, along with Matt Pierce, for their work on the online passport renewal system.

The online passport renewal system, available for adult passport holders whose passports expired within the past five years or will expire within a year, was designed to not require any physical documents to be mailed, as directed by former President Joe Biden. The system was launched to the public in September 2024, following a successful pilot programme that began in 2022 and allowed federal employees and contractors to test the new system.

The agency is currently working on updates to the online passport renewal system, including a version optimised for mobile browsers on smartphones. However, the system is not available for renewing children's passports, applying for a first-time passport renewal, or renewing a passport while living outside the United States.

Coronado's leadership in this initiative has been widely recognised. He was awarded a "Sammies" award for his pivotal role in launching this innovative online system, highlighting his commitment to improving public service through technology. His efforts have transformed a previously cumbersome manual process into a streamlined, user-friendly digital service that meets modern expectations for government interactions.

As of May 2025, more than 2 million Americans have successfully renewed their passports using the online service. The State Department issued about 24.5 million passport books and cards last year, its busiest year to date, underscoring the need for such a system.

Former Secretary of State Antony Blinken described the online passport renewal as the "most significant leap forward in federal customer service" during his tenure. Robert Thomas, former principal deputy assistant secretary of consular affairs at the State Department, stated that Coronado and Pierce led the transformation of a seriously outdated government service into a leading one.

Coronado is leaving his role as the CIO at the Bureau of Consular Affairs at the State Department. His departure marks the end of a successful tenure during which he oversaw the phased rollout of the digital passport renewal system, ensuring its reliability and user satisfaction. The agency is now looking at online tools to streamline visa applications and other public-facing services, following the successful implementation of the online passport renewal system.

The workforce reimagined by Chief Information Officer Luis Coronado Jr. includes his digital passport renewal system initiative, which is a part of the federal workforce's transition, enabled by technological advancements. The implementation of this innovative system, including the online passport renewal platform, received recognition for its significant impact on improving government services and customer satisfaction.
